ACC Appoints Gupta as CVO, BHEL

The Appointments Committee of the Cabinet has approved the appointment of Gupta as Chief Vigilance Officer of Bharat Heavy Electricals Limited (BHEL).

The CVO at BHEL oversees internal vigilance and anti-corruption compliance at the public sector engineering major, reporting jointly to the company's management and the Central Vigilance Commission. BHEL, under the Ministry of Heavy Industries, is one of India's largest power and industrial equipment manufacturers, with manufacturing units and project sites spread across multiple states, giving its vigilance function a wide geographic remit to cover.

Chief Vigilance Officer appointments at central PSUs of BHEL's scale are cleared by the Appointments Committee of the Cabinet, chaired by the Prime Minister, reflecting the seniority attached to the post and the government's broader emphasis on vigilance oversight at large public sector enterprises handling significant procurement volumes.

The CVO's mandate typically covers preventive vigilance, such as reviewing tender processes and contract awards, alongside punitive vigilance in cases where irregularities are detected, making the role a central check within BHEL's internal governance structure given the scale of the company's procurement contracts across its various manufacturing divisions.

BHEL's vigilance charge has taken on particular significance in recent years as the company has expanded into new business areas, including renewable energy equipment and defence manufacturing, alongside its traditional power-sector equipment business, broadening the range of contracts and processes that fall under the CVO's oversight.

The company operates manufacturing units across several states, including Haridwar, Hyderabad, Bhopal, Tiruchirappalli and Bengaluru, each handling distinct product lines ranging from boilers and turbines to transformers and industrial valves. A centralised CVO function coordinates preventive vigilance activities across this dispersed manufacturing base, working with unit-level vigilance officers who report into the central office.

BHEL has also been working through a period of order-book recovery in recent years as thermal power capacity additions have picked up alongside the government's push for a balanced energy mix that retains coal-based generation even as renewable capacity expands, a trend that has brought larger contract volumes, and correspondingly greater vigilance scrutiny, to the company's core equipment business.

The order did not specify Gupta's full name, cadre or previous posting, details that are commonly omitted from ACC appointment notifications at the point of initial release and are sometimes clarified separately by the concerned ministry or company.
