IPS Officer Manisha Nehra's Cadre Shifted from Telangana to Haryana on Marriage Grounds

The cadre of Manisha Nehra, a 2024-batch IPS officer, has been transferred from Telangana to Haryana on the grounds of her marriage to Gaurav, a 2024-batch officer of the Indian Forest Service borne on the Haryana cadre.

Inter-cadre transfer on grounds of marriage is provided for under the cadre rules of the All India Services. Where two members of the All India Services or of an All India Service and a central Group A service marry and are allotted different cadres, one of them may seek transfer to the other's cadre so that the couple can serve in the same state. The Department of Personnel and Training processes such requests after obtaining the consent of both the relieving and the receiving state governments, and the transferred officer is placed at the bottom of the seniority list of the relevant batch in the new cadre. The policy also permits transfer where an officer marries a member of a central Group A service, and in limited categories on grounds of medical condition or extreme personal hardship, each of which requires supporting documentation. The Centre examines the cadre strength position in both states before agreeing, since a transfer changes the deficit or surplus in each.

Nehra was allotted the Telangana cadre on completing training at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad. Officers of the 2024 batch are in the early phase of their careers, serving as Assistant Superintendent of Police in a district after the phase of practical training. The transfer at this stage means her subsequent career, from Superintendent of Police charge onwards, will be in Haryana. Telangana's police establishment covers Hyderabad, which has a separate commissionerate structure, along with the districts formed after the 2016 reorganisation of the state. Officers of the 2024 batch would have completed the Academy course and be in the district practical training phase or in their first independent charge.

Her husband is an officer of the Indian Forest Service of the same batch, allotted the Haryana cadre. The IFS handles forest administration, wildlife management and forest revenue, and officers serve as Divisional Forest Officers before moving to conservator ranks.

The Centre has framed detailed policy on inter-cadre transfer, which allows it on marriage grounds and in exceptional cases on grounds of extreme hardship. Requests on marriage grounds are the most common category. The policy provides for transfer to the cadre of the spouse, and the officer loses the seniority position held in the original cadre, which is the cost attached to the move. The provision has been applied consistently across the IAS, IPS and IFS. Seniority in the new cadre is assigned below all officers of the same year of allotment already borne on it, which can affect the timing of promotions and of eligibility for empanelment later in the career. Officers accept this as the condition of the transfer, and the position is settled at the time the order is issued.

Haryana has a police establishment covering 22 districts and shares a boundary with Delhi, which shapes the policing profile of the districts in the National Capital Region. Gurugram and Faridabad generate a high volume of cybercrime, economic offences and traffic policing work, while the southern districts of Nuh and Palwal have required separate law and order attention. An officer entering the cadre in 2024 will serve in these districts in the years ahead. The Haryana cadre also supplies officers to the Union Territory of Chandigarh under the arrangement by which the joint capital is administered, and officers of the cadre serve tenures there. Central deputation to the paramilitary forces and central agencies is available to the cadre in the normal course.
