Meeran Chadha Borwankar, a retired IPS officer of the 1981 batch, Maharashtra cadre, has been appointed Independent External Monitor (IEM) of Bank of Baroda (BoB).

IEMs work under the Central Vigilance Commission's Integrity Pact framework for public procurement. They are outside persons of standing who examine complaints from bidders about tenders and contracts, and report on whether the buying organisation and the bidders kept to the pact.

Borwankar served in the Maharashtra cadre from 1981 to 2017 and retired as Director General of the Bureau of Police Research and Development. She also served as Director General of the National Crime Records Bureau and as head of the Maharashtra prison department. Her field postings included Commissioner of Police, Pune, chief of the Mumbai Crime Branch and Deputy Commissioner of Police, Mumbai. She was also posted to the Economic Offences and Anti-Corruption wings of the Central Bureau of Investigation.

She was the first woman district police chief in Maharashtra, serving at Aurangabad and Satara. She was the only woman in her IPS batch, according to her publisher.

Borwankar holds an LLB and a PhD in organisational management from Pune University, and was a Hubert H. Humphrey Fellow at the University of Minnesota in 2001. She received the Police Medal for Meritorious Service in 1997 and the President's Police Medal for Distinguished Service in 2006. She has written three books: Leaves of Life, Inspector Chougule and the memoir Madam Commissioner.

Published biographies list her as an Independent External Monitor for Union Bank of India and National Aluminium Company Limited, and as a member of a core advisory group on criminal justice system reforms set up by the National Human Rights Commission.
