Narendra Bhooshan Named Environment Secretary as Tanmay Kumar Retires

Narendra Bhooshan, a 1992-batch IAS officer of the Uttar Pradesh cadre, has been appointed Secretary in the Ministry of Environment, Forest and Climate Change (MoEFCC). He takes over on the superannuation of Tanmay Kumar on September 30, 2026.

The MoEFCC administers the Environment (Protection) Act, the forest conservation framework and wildlife regulation. It also issues the environmental and forest clearances that large infrastructure projects must obtain, and its Secretary leads official-level preparation for India's position in international climate negotiations.

Bhooshan was Secretary, Department of Land Resources, in the Ministry of Rural Development. He took charge there in early April 2026. The department runs the Digital India Land Records Modernization Programme and the watershed development component of the Pradhan Mantri Krishi Sinchayee Yojana. Earlier, in 2015, he was reported to have been named Mission Director of the National Food Security Mission.

His exit from Land Resources opens that post. Dilip Kumar, IAS (Punjab: 1995), Director General (Training) in the Ministry of Skill Development and Entrepreneurship, has been appointed Secretary of the department.

The move is a succession driven by retirement. Bhooshan shifts from a rural development department to a regulatory ministry, within the same Secretary rank.

The order fixes the date of Bhooshan's takeover to Tanmay Kumar's superannuation on September 30, 2026.
