Information and Broadcasting Ministry Grants Non-Functional Selection Grade to Six IIS Officers
Six IIS officers have been granted the NFSG by the Ministry of Information and Broadcasting.
The Ministry of Information and Broadcasting has granted the Junior Administrative Grade under the Non-Functional Selection Grade scheme to six Indian Information Service officers: Ashutosh Mohle, Ajay Joy, Joyce Philip, Mahar Singh, Anubhav Singh, and Tariq Ahmed Rather.
Non-Functional Selection Grade is a pay-scale advancement mechanism used across several central Group A services that allows officers to move to a higher pay grade based on seniority and years of service, independent of whether a corresponding higher-grade post is functionally available within the cadre's organisational structure at that time.
This mechanism addresses a structural challenge common to smaller central services like the Indian Information Service, where the number of formally sanctioned higher-grade posts can be limited relative to the number of officers who have accumulated the seniority typically associated with promotion eligibility, meaning NFSG allows pay progression to continue even when a matching post isn't immediately available.
The six officers granted this upgrade continue in their existing functional roles and postings within the Ministry's information and public relations infrastructure, with the NFSG grant affecting their pay scale and seniority standing rather than their specific job assignment.
The Indian Information Service handles the government's media communication, press liaison, and public information functions, with officers posted across headquarters units such as the Press Information Bureau and Doordarshan as well as regional field offices nationwide.
NFSG grants of this kind are processed periodically as officers within a given seniority cohort become eligible, based on a review of service records and years completed within the cadre, following the standard promotion committee assessment process.
The grant was processed through the Ministry of Information and Broadcasting's Directorate of Personnel, which administers career progression for the Indian Information Service cadre.
