Karnataka Moves Y Shivanagouda to Head Karnataka Silk Industries Corporation

The Karnataka government has transferred Yalagouda Shivanagouda, a 2012-batch IAS officer of the state cadre, from Director of Micro, Small and Medium Enterprises in the Commerce and Industry Department, Bengaluru, to Managing Director of the Karnataka Silk Industries Corporation. The order was issued on Tuesday.

Karnataka Silk Industries Corporation is a state public sector undertaking that runs silk reeling, twisting, weaving, dyeing and printing operations, including the Mysore Silk brand and its retail showrooms. It operates the silk weaving factory at Mysuru and works alongside the state's sericulture department, which handles cocoon markets and farmer support. The Managing Director runs the corporation's commercial operations, its procurement of raw silk, and the marketing of finished products. The corporation buys raw silk, processes it through its own units and sells finished sarees and fabric through showrooms in Karnataka and other states. Its Mysore Silk products carry a geographical indication registration, which restricts the use of the name to goods produced within the notified area and to the specified process.

Shivanagouda has completed about fourteen years in the Karnataka cadre. An officer of this seniority would have served as Assistant Commissioner, Chief Executive Officer of a zilla panchayat and Deputy Commissioner of a district before moving to a state secretariat or corporation posting. As Director of MSME he handled the department that runs industrial estates, subsidy schemes for small units, and the single-window clearance arrangements the state offers to new industry. The Karnataka cadre gives officers of this seniority exposure to both the industrial districts around Bengaluru and the agricultural and horticultural belts of the north and south of the state. Officers who have served as zilla panchayat chief executive officers handle rural scheme delivery, which in the sericulture districts includes support to cocoon growers.

His outgoing charge placed him in the Commerce and Industry Department in Bengaluru, which administers Karnataka's industrial policy, the incentives offered under it, and the coordination with the Karnataka Udyog Mitra investment promotion agency. The MSME directorate works directly with district industries centres across the state's 31 districts. The MSME directorate also administers the state's share of centrally sponsored schemes for small enterprises and handles the grievance and clearance work that comes to the department from industry associations. The directorate works with the district industries centres that process applications for land, subsidy and registration.

State governments regularly move IAS officers between departmental directorates and public sector corporations, and the pairing of an MSME background with a silk corporation follows the practice of matching officers to enterprises in adjacent sectors. Silk production in Karnataka is dominated by small reelers and weavers, which places the corporation's supply chain within the same small enterprise territory the officer has been administering. Managing Director posts in state undertakings are held by officers of Deputy Secretary to Secretary rank depending on the size of the enterprise, and the appointment is made by the state government rather than through a selection board. Officers hold these charges alongside or in place of secretariat postings.

Karnataka accounts for the largest share of India's raw silk production, with mulberry cultivation concentrated in Ramanagara, Chikkaballapur, Kolar and Mysuru districts. The corporation competes with imported Chinese silk on price and with powerloom fabric on cost, while carrying the obligation to sustain handloom weavers and the Mysore Silk geographical indication. Its retail expansion and online sales have been the main commercial levers available to the management. The sericulture chain runs from mulberry cultivation through cocoon rearing, reeling and twisting to weaving, with each stage largely in the hands of separate small operators. Government cocoon markets in Ramanagara and Siddlaghatta set the price signal for the chain, and the corporation buys into it as one of several purchasers.

The transfer order was issued by the Karnataka government on Tuesday. Shivanagouda belongs to the 2012 batch of the Indian Administrative Service, Karnataka cadre.
