ACC Extends Inter-Cadre Deputation of Abhishek Sharma, IAS, in AGMUT Cadre for One Year
ACC approves one-year extension of inter-cadre deputation for Abhishek Sharma (IAS, CG 2018) from Chhattisgarh to AGMUT cadre in J&K from July 8, 2026.
The Appointments Committee of the Cabinet has approved the extension of the inter-cadre deputation of Abhishek Sharma, a 2018-batch IAS officer of the Chhattisgarh cadre, from his parent Chhattisgarh cadre to the AGMUT cadre in the Union Territory of Jammu and Kashmir, for a period of one year from July 8, 2026.
Inter-cadre deputation allows an IAS officer from one state cadre to serve in another state or union territory cadre for a specified period, subject to the agreement of the parent state, the receiving cadre, and ACC approval. In the case of the AGMUT cadre — which covers the Arunachal Pradesh-Goa-Mizoram and Union Territory cadre, including Jammu and Kashmir — the central government retains direct authority over postings, making AGMUT one of the most central-government-proximate cadres in the IAS system.
Abhishek Sharma, a 2018-batch officer, is at the stage of his career — roughly seven to eight years of service — where postings at the sub-divisional and district level form the core of the assignment profile. Serving in Jammu and Kashmir places him in an administrative environment that combines the challenges of a newly reorganised union territory, the security overlay that shapes civil administration in the region, and the administrative restructuring that followed J&K's reorganisation in August 2019 into two union territories.
His original inter-cadre deputation to the AGMUT cadre in J&K would have been sanctioned for an initial tenure, typically two to three years for such arrangements. The ACC's decision to extend by one additional year from July 8, 2026 indicates that both the AGMUT cadre's administrative requirements and the DoPT's assessment of posting availability in the Chhattisgarh cadre have resulted in a decision to keep him in J&K for a further year.
Chhattisgarh, the parent cadre, has had a mixed experience with officer availability in recent years. The state has significant Naxal-affected territory in its Bastar and surrounding divisions, which draws a disproportionate share of senior IAS officer attention and creates posting requirements that the central government has occasionally sought to address by retaining Chhattisgarh officers on deputation for extended periods when the operational situation in J&K or other union territories demands experienced district-level officers.
The AGMUT cadre, particularly in J&K, has been expanded in terms of administrative functions following reorganisation. Block Development Officers, Sub-Divisional Magistrates, and District Collectors in J&K handle a broader administrative mandate than their counterparts in most states, given that the UT administration manages functions that state governments handle elsewhere. An extension of Sharma's deputation allows continuity in whatever assignment he is managing within the UT's civil administration.
The ACC order extends Sharma's inter-cadre deputation for one year from July 8, 2026, as per the proposal processed by the Department of Personnel and Training.
