The Lieutenant Governor of Delhi has approved the transfer of three IAS and five Delhi, Andaman and Nicobar Islands Civil Service (DANICS) officers in a reshuffle that repositions senior administrative figures across education, municipal, and revenue functions in the capital.

The LG's approval is the constitutionally mandated step for transfers of IAS officers serving the Government of NCT of Delhi, given the AGMUT cadre's administrative structure where the central government, through the LG, retains authority over transfers of IAS officers. The DANICS transfers that accompany the IAS orders follow the same channel. These arrangements have been a recurring source of administrative friction between the Delhi government and the LG's office, but the formal transfer orders are issued only after LG concurrence.

Among the IAS transfers, Dilraj Kaur — an AGMUT cadre officer of the 2000 batch currently serving as Managing Director of the Delhi Cooperative Housing Finance Corporation and holding additional charge as MD of the Delhi Schedule Castes Financial Development Corporation — has been posted as Principal Secretary (Education). The Education department in Delhi administers over 1,000 government schools and has been among the most publicly visible arms of the Delhi government, with its infrastructure upgrades drawing national attention over the past several years. Kaur's appointment brings a 2000-batch officer with housing finance and welfare finance experience to the state's education administration leadership.

Himanshu Nigam, a 2021-batch AGMUT officer, has been posted as Secretary, Delhi Agricultural Marketing Board, with additional charge of Secretary, Agricultural Produce Market Committee, on joining the GNCTD. His posting divests Ayushi — a 2022-batch AGMUT officer who was handling DAMB and APMC — of those charges, and transfers her to the Municipal Corporation of Delhi (MCD). The MCD posting places the 2022-batch officer within the capital's urban local body administration, which oversees sanitation, property tax collection, and civic services across large parts of the city.

Among the DANICS transfers, Vadodaria Karanjit P. (DANICS 2009), serving as Secretary to the Minister handling Social Welfare and multiple other portfolios, moves to Deputy Commissioner and District Magistrate (East) in the Revenue Department. This is a shift from ministerial office to front-line district administration — a common rotation in state administration that moves officers closer to public-facing governance functions. Mohit Mishra (DANICS 2013) from the Minister for Industries portfolio moves to ADM (North East), Revenue Department, and Radhey Shyam Meena (DANICS 2017), Director, Delhi Jal Board, moves to ADM (Outer North).

Two women DANICS officers are also part of the reshuffle. Ms Poonam (DANICS 2017) moves from SDM (Gokalpur) to ADM (South), and Ms Ayushi Soni (DANICS 2023), who had been awaiting posting, has been assigned as SDM (HQ), District South, in the Revenue Department.

The transfers cover the full span of Delhi's administrative structure — from Principal Secretary level to Sub-Divisional Magistrate — and reflect the government's effort to fill vacant positions across education, municipal, and revenue administration in the capital.
