A K Singh Named Chairman, Jharkhand RERA; Nalin Kumar Appointed Member

Ajay Kumar Singh, a retired IPS officer and former Director General of Police of Jharkhand, has been appointed Chairman of the Jharkhand Real Estate Regulatory Authority (RERA). Nalin Kumar, a retired Principal District & Sessions Judge, has been named Member of the authority.

RERA authorities regulate real estate transactions in each state, requiring builders to register projects, disclose timelines and financial details, and providing a grievance redressal mechanism for homebuyers against delayed or disputed projects. The Jharkhand RERA has periodically faced vacancies at the Chairman and Member level, and the latest appointments fill both positions simultaneously.

Singh's background as a former DGP brings law-and-order administrative experience to a regulatory post that increasingly deals with contractual and financial disputes between builders and homebuyers rather than policing matters, while Kumar's judicial background as a former Sessions Judge is more directly aligned with the quasi-judicial adjudication functions RERA authorities perform in resolving homebuyer complaints.

The dual appointment restores full leadership at the Jharkhand RERA, which had been functioning with vacancies at the top prior to these appointments, according to sources familiar with the authority's recent functioning.

RERA authorities across states have taken on a more prominent public role in recent years as homebuyers increasingly approach them over builders for delayed possession, unauthorised layout changes and refund disputes, with several state authorities also authorised to impose penalties on non-compliant developers. Jharkhand's real estate market, concentrated largely around Ranchi and Jamshedpur, has seen a steady rise in registered projects, adding to the case backlog that a fully staffed Chairman-and-Member bench is now expected to address more consistently than during the vacancy period.
