Archana Varma Elevated to Secretary, Water Resources Department, Vice V.L. Kantha Rao

Archana Varma, a 1995-batch IAS officer of the Assam-Meghalaya cadre serving as Mission Director of the National Water Mission, has been appointed Secretary, Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti. The Appointments Committee of the Cabinet cleared the promotion on August 10, with Varma taking over from V.L. Kantha Rao, who moves to the Department of Official Language as Officer on Special Duty.

The department Varma now leads oversees the Centre's river rejuvenation programmes, including the Namami Gange mission, irrigation policy coordination with states, and groundwater and surface water management across river basins that span multiple state jurisdictions. The Secretary's office coordinates closely with the National Mission for Clean Ganga and state irrigation departments on projects that combine infrastructure spending with pollution-control and conservation objectives.

Varma has more than three decades of administrative experience spanning field administration, water resources, health and family welfare, rural development, and municipal governance. She began her career as Sub-Divisional Magistrate in Karbi Anglong and went on to serve as District Magistrate of Goalpara in Assam, where she managed recurrent flood responses and law-and-order challenges while also promoting women's self-help groups and literacy programmes. She holds a B.A. Honours and an M.A. in History, both from Delhi institutions, securing First Division in both.

She has served as Mission Director of the National Water Mission since 2022, a post that placed her at the centre of the Centre's water conservation strategy, and her position was upgraded to the rank and pay of Secretary earlier this year, reflecting the government's growing emphasis on the mission's coordination role across states. Before that, she was Principal Secretary to the Government of Assam, handling the Administrative Reforms and Training, Pension, and Public Grievances portfolios.

Her elevation to full Secretary rank at the Department of Water Resources follows the pattern of several officers who have led the National Water Mission being subsequently promoted into the department's top administrative post, given the overlapping subject matter between the mission's conservation targets and the department's broader river-basin management responsibilities. Her three decades of Assam field administration also bring flood-management experience directly relevant to a department handling river systems prone to seasonal flooding.

Varma's deputation tenure at the Centre had already been extended twice in the past year to keep her in place through the National Water Mission's ongoing conservation targets, and her promotion to full Secretary now formalises a leadership role she had effectively been building toward through her extended central postings. The department she now heads will look to her for continuity on Namami Gange project milestones that were being tracked under her watch at the mission level.

Varma's appointment is one of six changes cleared in the same order, which also moves Pallavi Jain Govil to Corporate Affairs, Deepti Gaur Mukerjee to Higher Education, and Sushil Kumar Lohani and Sunil Paliwal into the Inland Waterways Authority and Department of Youth Affairs respectively. The reshuffle leaves the Water Resources department under an officer who has spent recent years working the mission-level detail of the government's water conservation agenda.
