Bihar Hands Additional Charges To Six IAS Officers Across BIADA, Sports, Construction Corp

Six IAS officers have been given new assignments in Bihar, with the state's General Administration Department issuing additional charges spanning industrial development, sports and construction sector bodies.

Navin Kumar, a 2011-batch officer serving as Special Secretary for De-addiction, Excise and Registration, has been given additional charge as Managing Director of the Bihar Industrial Area Development Authority, the body responsible for developing and allotting industrial land across the state's growth corridors.

Vivek Ranjan Maitrey, from the 2017 batch, moves from Additional Secretary in the Information and Public Relations department to Director, Sports, a department that has taken on greater visibility as Bihar pushes state-level sporting infrastructure ahead of national competitions. Anil Kumar, also 2017 batch, steps into Maitrey's former department as Director, Information and PR, while additionally taking charge as Managing Director of the Bihar State Construction Corporation.

The reassignments follow the department's practice of using additional-charge postings to fill gaps in mid-level administration without immediately triggering full-scale reshuffles, a pattern common in Bihar's bureaucracy where officer strength at the Joint Secretary and Director level remains stretched relative to the number of departments and corporations needing supervision.

Abhishek Palasia, a 2020-batch officer previously with the Road Construction Department as Joint Secretary, has been transferred as Managing Director of the Bihar State Educational Infrastructure Development Corporation, the agency responsible for building and upgrading government school and college infrastructure across the state.

The construction and infrastructure corporations under Bihar's administrative control have seen accelerated activity as the state works through school-building and rural-connectivity targets ahead of the next assembly cycle, making the officers now in charge of these bodies central to whether construction timelines hold.

Srikant Kundalik Khandekar, 2020 batch, gets additional charge as Joint Secretary, Industries, while continuing as Joint Secretary in the Chief Minister's Secretariat, and Gunjan Singh, also 2020 batch, holds additional charge as Director, Information and PR.
