Cabinet's ACC Reshuffles Senior Bureaucrats Across NDMA, UIDAI, NIC and Consumer Affairs Portfolios
The Appointments Committee of the Cabinet has approved senior-level bureaucratic transfers placing officers at the Additional Secretary rank in NDMA, UIDAI, MeitY, and the Department of Consumer Affairs, to enhance administrative and governance capabilities across key government bodies.
The Appointments Committee of the Cabinet (ACC) has given its stamp of approval to a fresh round of high-level bureaucratic postings spanning some of the Union government's most critical institutions. Officers at the Additional Secretary rank have been deployed across the National Disaster Management Authority (NDMA), the Unique Identification Authority of India (UIDAI), the Ministry of Electronics and Information Technology (MeitY), and the Department of Consumer Affairs.
The appointments are designed to reinforce governance capacity and administrative efficiency in sectors ranging from disaster preparedness and digital identity infrastructure to consumer protection and emerging technology policy. The ACC-approved transfers reflect the government's emphasis on deploying seasoned bureaucrats in roles that carry both operational and policy significance, particularly as these departments navigate increasingly complex mandates in a rapidly digitalising economy.
The move follows a pattern of periodic high-level reshuffles under which the ACC seeks to match officer expertise with institutional requirements, ensuring continued momentum in government programmes and regulatory functions.
The Appointments Committee of the Cabinet (ACC) has approved a series of key senior-level bureaucratic appointments across multiple ministries, signaling important administrative reshuffles at the Additional Secretary level.
Manish Bhardwaj has been appointed as Adviser in the Inter State Council Secretariat under the Ministry of Home Affairs, in the rank of Additional Secretary. He moves from his previous role as Secretary in the National Disaster Management Authority (NDMA).
Saurabh Vijay has been named Chief Executive Officer of the Unique Identification Authority of India (UIDAI) under the Ministry of Electronics and Information Technology (MeitY), holding the rank of Additional Secretary to the Government of India. He assumes this position from his parent cadre.
Following Bhardwaj’s transition, Nilkanth S Avhad has been appointed as Secretary, NDMA, under the Ministry of Home Affairs, also in the rank of Additional Secretary.
In another key development, Priyank Bharti has been appointed as Additional Secretary in MeitY. In addition to this role, he will hold the additional charge of Director General of the National Informatics Centre (NIC).
Meanwhile, Richa Misra has been appointed as Additional Secretary in the Department of Consumer Affairs, under the Ministry of Consumer Affairs, Food & Public Distribution, from her current cadre position.
These appointments reflect the government’s continued efforts to strengthen leadership across critical administrative and technology-driven departments.
