SCOPE and International Coaching Federation Sign MoU on Leadership Coaching for Public Sector
Mr. Atul Sobti, Director General, Standing Conference of Public Enterprises (SCOPE), the apex body for Public Sector Enterprises (PSEs) in India, and Mr. Steve Weiss, Vice President, International Coaching Federation (ICF), USA, the world’s leading association for the advancement of the coaching profession, signed a Memorandum of Understanding (MoU) to integrate the critical role of coaching in strengthening human capital and supporting organizational transformation.
SCOPE, the apex body representing India's central public sector enterprises, and the International Coaching Federation, a US-based professional coaching association, have signed a Memorandum of Understanding to develop coaching-led leadership tools for India's public sector workforce.
The agreement was signed by Atul Sobti, Director General of SCOPE, and Steve Weiss, Vice President of the International Coaching Federation, with the partnership intended to integrate structured coaching practices into human capital development and organisational transformation initiatives across public sector enterprises.
Under the MoU, the two organisations plan to conduct an evidence-based study assessing the current state of coaching practices within Indian public sector enterprises, with findings expected to inform the subsequent development of leadership tools and internal coaching capabilities tailored to the corporate sector.
SCOPE functions as the coordinating body for India's roughly 250 central public sector enterprises on matters including executive development, industrial relations, and policy advocacy, and partnerships with international professional bodies form part of its mandate to strengthen managerial capacity across the sector.
The International Coaching Federation maintains coaching competency standards and certification frameworks used internationally, and this collaboration extends the organisation's standards-setting work into India's public sector enterprise landscape specifically.
Public sector enterprises have periodically sought external leadership development partnerships to supplement internal training infrastructure, given the scale of executive development needs across India's diverse public enterprise landscape spanning energy, manufacturing, and services sectors.
Implementation of the coaching study and subsequent tool development is expected to proceed through SCOPE's coordination with its member enterprises over the coming period, though a specific completion timeline has not been detailed.
