K.R. Jyothilal Emerges as Top Contender to Succeed Dr. Jayathilak as Kerala Chief Secretary
K.R. Jyothilal, ACS Finance, is the frontrunner to become Kerala's next Chief Secretary after Dr. Jayathilak retires on June 30, 2026.
With Kerala Chief Secretary Dr. A. Jayathilak set tosuperannuate on June 30, 2026, the corridors of the state's administrative establishment are abuzz with speculation over who will fill the top civil service post. Among the names doing the rounds, K.R. Jyothilal, the incumbent Additional Chief Secretary (Finance), has emerged as the clear frontrunner. Jyothilal, a 1993-batch IAS officer, is well-regarded within the state administration and is said to enjoy the confidence of the newly formed government under Chief Minister V.D. Satheesan. His long association with finance and economic policy portfolios is seen as a strength that aligns well with the new dispensation's development agenda. The most senior officer in the running, Manoj Joshi (1989-batch), is currently on central deputation as Secretary in the Department of Pharmaceuticals, making his immediate return to Kerala unlikely. Similarly, Rachana Shah (1991-batch), serving as Secretary at the Department of Personnel and Training (DoPT), is not expected to be recalled to the state at this stage. Another senior name, Sanjeev Kaushik, recently returned from a posting at the Asian Development Bank (ADB) in Manila, but is reportedly unwilling to take on the Chief Secretary's role, effectively removing himself from contention. This narrows the field to Jyothilal and Bishwanath Sinha (1992-batch). While Sinha retains seniority over Jyothilal, political and administrative preferences within the Satheesan government are said to tilt in Jyothilal's favour. A formal decision from Thiruvananthapuram is expected well before the end of this month.
