Lingaraja S S, a 1999-batch Indian Forest Service officer currently serving as Additional Principal Chief Conservator of Forests (Legal Cell) in Karnataka, has been posted as Commissioner, Department of Animal Husbandry and Veterinary Services, according to the state government's transfer order.

The Commissioner of Animal Husbandry and Veterinary Services in Karnataka oversees the state's livestock health infrastructure, veterinary hospitals, disease control programmes and dairy-linked welfare schemes, a department whose reach extends into most rural households given the state's large livestock population and its dependence on dairying as a supplementary rural income source.

Lingaraja's career has been built within the Indian Forest Service cadre, and his most recent assignment as Additional PCCF handling the Legal Cell placed him at the intersection of forest law enforcement and litigation management, a role that required close coordination with the state's law department on cases involving forest land encroachment, wildlife regulations and disputes arising from forest boundary demarcation, an area of work that regularly ends up in the courts.

His move from the Legal Cell to Animal Husbandry represents a cross-departmental posting of the kind Karnataka periodically makes with senior IFoS officers, deploying their administrative seniority to departments outside forestry when the government identifies a need at that level, a practice not unusual for officers with two decades or more of service.

Such postings of forest service officers to unrelated departments are not uncommon in Karnataka's administrative practice, where officers with substantial seniority are sometimes moved into general administrative or sectoral roles based on vacancy and rank rather than strictly on domain background, a flexibility the state's cadre management rules allow for at the Additional PCCF-equivalent level.
