Madras High Court Questions PIL Against Promotion of Seven Tamil Nadu IAS Officers to Chief Secretary Grade

The Madras High Court has been approached through a public interest litigation (PIL) challenging a government order (GO) dated December 24, 2025, which promoted seven Indian Administrative Service officers of the 1995 batch to the grade of Chief Secretary. The seven officers named in the challenged GO are M A Siddique, R Jaya, P Senthilkumar, Sandhya Venugopal Sharma, T Udhayachandran, Hitesh Kumar S Makwana, and B Chandra Mohan. However, the court did not provide a smooth passage to the petitioner. During the initial hearing, the bench questioned whether the PIL was even maintainable, noting that the Supreme Court has consistently held that service-related matters — particularly those touching on appointments and promotions — cannot ordinarily be brought before constitutional courts through the PIL route. The matter has been listed for its next hearing on June 10, 2026. The outcome will be watched closely, as similar challenges to bulk promotions at the apex administrative grade have wider implications for cadre management across states.
