Mohammed Ali Shihab A, a 2011-batch IAS officer of the Nagaland cadre, has been appointed Chief Vigilance Officer (CVO) of Mangalore Refinery and Petrochemicals Limited (MRPL), Mangaluru, for an initial period of three years. MRPL functions under the Ministry of Petroleum & Natural Gas and is among the larger refining companies on India's west coast, processing crude for both domestic fuel supply and petrochemical feedstock. The CVO post is a Central government appointment placed within the company to oversee vigilance administration, monitor procurement processes and probe complaints of corruption or malpractice, functioning independently of the company's regular management chain. Shihab has served in field and secretariat postings within the Nagaland cadre since joining the IAS, gaining exposure to general administration before this Central deputation. CVO postings at central public sector undertakings are typically filled through the Central Vigilance Commission's empanelment process, which draws officers from the IAS, IPS and other Central services with a track record in administrative or investigative roles. The appointment places Shihab at a company that has, in recent years, faced the scrutiny common to public sector refiners over procurement contracts and capital project execution, areas that typically fall within a CVO's oversight. Vigilance postings of this kind are made for a fixed initial tenure, subject to extension, and CVOs report administratively to the Central Vigilance Commission even while functioning within the company they are posted to. The appointment takes effect for an initial three-year period, according to the order issued by the ministry.
