IAS officer Nitish Rajora, Deputy Commissioner of Changthang, is the youngest District Collector in the Union Territory of Ladakh. Born in 1998, Rajora belongs to the 2021 batch of the AGMUT cadre.
Changthang is a high-altitude sub-division in Ladakh bordering the Line of Actual Control, encompassing sparsely populated but strategically significant terrain including parts of the Pangong Tso and Chushul sectors. The Deputy Commissioner there handles civil administration in a region where the civilian and military presence often intersect closely given the proximity to the border.
Rajora joined the Indian Administrative Service in the 2021 batch, one of the more recently inducted cohorts, and his allotment to the AGMUT cadre, which covers the national capital and Union Territories including Ladakh, placed him on a career track that brings younger officers into administratively sensitive postings faster than in most state cadres.
His appointment as Deputy Commissioner of a border sub-division at an early career stage reflects the AGMUT cadre's practice of assigning junior officers full district-level charge sooner than many state cadres, given the comparatively smaller pool of officers available for Union Territory postings.
Ladakh's administrative structure, reorganised after it became a Union Territory in 2019, continues to be staffed by a mix of AGMUT cadre officers and locally recruited administrative staff, with district-level postings carrying significant responsibility for both civilian welfare and coordination with security forces along the border.
Rajora's tenure in Changthang will require him to manage a thinly populated, high-altitude administrative unit where logistics, weather and border security considerations shape almost every aspect of governance.
His posting places him among the youngest officers currently holding full district charge anywhere in the AGMUT cadre.
