MP Government Transfers Six State Administrative Service Officers

The Madhya Pradesh government has transferred six State Administrative Service officers, reshuffling District Panchayat CEO postings across five districts, according to an order issued by the General Administration Department.

District Panchayat CEOs administer rural development schemes, panchayat finances and welfare programmes at the district level, reporting to the Zila Panchayat and coordinating with block-level officials. The reshuffle touches districts spanning Gwalior-Chambal and Malwa regions, indicating a routine rotation rather than a response to any single administrative crisis.

All six officers belong to the 2008 to 2012 batches of the State Administrative Service, the feeder cadre from which officers are later empanelled for IAS promotion under the non-Union Public Service Commission quota. Narottam Prasad Bhagavi and Akhilesh Kumar Jain, both 2008-batch officers, have handled development authority and district-level administrative charges before this transfer.

Bhagavi moves from CEO, Gwalior Development Authority, a post responsible for urban infrastructure and planning approvals in the city. Jain leaves his post as Additional Collector, Guna, where he also held the Competent Authority charge for GAIL's Vijaypur operations.

The transfers are part of the state's routine mid-year administrative rotation, common ahead of the festival season when district machinery is realigned for law-and-order and welfare-delivery readiness. Three of the six moves involve officers shifting directly between District Panchayat CEO postings in different districts.

District Panchayats in Madhya Pradesh oversee the implementation of MGNREGA, the Jal Jeevan Mission and state rural housing schemes, making the CEO's administrative grip on local bureaucracy central to how quickly welfare spending reaches villages. Incoming officers will need to get up to speed on ongoing scheme audits within their new districts.

Surabhi Tiwari moves from Deputy Chief Electoral Officer, Madhya Pradesh, to CEO, District Panchayat, Vidisha, while Sapna Tripathi, a 2012-batch officer, takes over as CEO, District Panchayat, Satna, from Additional Collector, Rewa.
