The Punjab government has ordered a broad administrative reshuffle of six senior Indian Administrative Service officers, assigning dual and concurrent responsibilities across departments covering labour, health, finance, rural cooperative banking, and agricultural marketing to sharpen governance accountability and sectoral efficiency. Manvesh Singh Sidhu, currently Administrative Secretary for Labour, has been given the additional charge of Managing Director of the Punjab Infrastructure Development Board (PIDB). Girish Dayalan is shifted to take charge as Special Secretary for Jails, anchoring administrative and security reforms across state correctional facilities. In the cooperative and agricultural sectors, Sanyam Agrawal — Special Secretary for Health and Family Welfare — will concurrently hold the roles of Registrar of Cooperative Societies and Managing Director of the Punjab State Cooperative Bank Ltd. Vishesh Sarangal, Special Secretary for Good Governance and IT, has been directed to simultaneously serve as Managing Director of MARKFED, the state's apex agricultural marketing federation. The health portfolio sees fresh leadership with Sakshi Sawhney taking charge as Special Secretary for Health and Family Welfare, while explicitly retaining her primary assignment as Mission Director for the National Health Mission (NHM). Her dual role is intended to maintain continuity in health mission execution while adding secretariat-level strategic oversight. Rounding off the reshuffle, Preeti Yadav, Special Secretary for Employment Generation, Skill Development and Training, has been assigned concurrent charge as Special Secretary for Expenditure in the Finance Department. Financial analysts note that integrating skill development with state expenditure tracking is intended to ensure that human resource investments align rigorously with budgetary discipline.
