Purnendu Kishore Banerjee Repatriated to Parent Cadre from Higher Education Ministry

Purnendu Kishore Banerjee, Joint Secretary in the Department of Higher Education, has been prematurely repatriated to his parent cadre, the Indian Statistical Service (ISS), cutting short his central deputation.

The Department of Higher Education frames policy on universities, higher education institutions and regulatory bodies such as the UGC, and a Joint Secretary-rank officer typically holds charge of specific verticals within that policy structure, from institutional funding to regulatory oversight.

Banerjee is a 1993-batch officer of the Indian Statistical Service, a central service that recruits specialists in statistics and typically posts its officers to data, planning and monitoring roles across ministries rather than the generalist administrative track that IAS officers follow.

A premature repatriation, as opposed to a routine end-of-tenure transfer, typically shortens an officer's central deputation before its scheduled completion, though the specific reasons behind an individual repatriation order are not disclosed in the order itself.

His return to the ISS cadre will free up the Joint Secretary post in the Higher Education department for a fresh central deputation nomination through the normal placement process.

The department will need to reassign his portfolio responsibilities to another officer in the interim, a routine administrative step following any premature repatriation at the Joint Secretary level.

The repatriation order takes effect immediately.
