Rakesh Gupta Gets Two-Year Extension as Additional Secretary, Health and Family Welfare

Rakesh Gupta, a 1997-batch IAS officer of the Haryana cadre serving as Additional Secretary in the Department of Health and Family Welfare, has been granted an extension in his Central deputation tenure. The Appointments Committee of the Cabinet approved the extension on August 11 for a period of two years beyond September 14, 2026, taking his tenure up to September 14, 2028, or until further orders, whichever is earlier.

The Additional Secretary post in the Department of Health and Family Welfare sits close to the ministry's top decision-making layer, involved in coordinating national health programmes, budget allocation across state health missions, and policy formulation on matters ranging from medical education capacity to public health infrastructure. The two-year extension keeps Gupta in place through a period that will span the department's ongoing work on strengthening rural and urban primary healthcare delivery.

Gupta, an engineering graduate from IIT Delhi with a Ph.D. in Health Systems from Johns Hopkins University, has built a career centred heavily on health administration. He served as Secretary, Health and Family Welfare, and as Mission Director of the National Rural Health Mission in Haryana between 2011 and 2014, work that included strengthening community health systems and pharmaceutical administration. Under his tenure as Mission Director, Haryana recorded its sharpest single-year decline in infant mortality, according to the state's 2014 Sample Registration Survey data.

Before his current health-sector posting, Gupta served as Additional Secretary in the President's Secretariat starting November 2022, a position later upgraded from Joint Secretary to Additional Secretary rank, where he handled personnel matters, policy processing and administrative coordination for the President's office. He also served as Additional Principal Secretary to the Chief Minister of Haryana from 2014 to 2018, one of the more demanding assignments in state government, coordinating inter-departmental initiatives and policy responses across the state administration.

Gupta's deputation to the Health Ministry, which began in December 2025, has already placed him at the centre of the department's coordination work during a period of continuing focus on the Ayushman Bharat health insurance scheme's expansion and the government's broader push to strengthen district-level health infrastructure. His prior Haryana experience running the state's National Rural Health Mission gives him direct familiarity with the scheme delivery challenges the Additional Secretary's office deals with at the national level.

The extension, rather than a fresh appointment, indicates the department's preference for continuity in a senior administrative post handling multi-year health programme rollouts, where a change in Additional Secretary mid-cycle can disrupt coordination with state health departments already working to established timelines under his oversight.

Gupta's stint as Additional Principal Secretary to the Haryana Chief Minister also gave him direct experience running the Beti Bachao Beti Padhao campaign in the state, along with open-defecation-free and public health drives that required coordinating district administrations with state health and social welfare departments simultaneously, a coordination skill set that carries over directly into his current Central role overseeing state-level health mission implementation.

The order, numbered 36/02/2026-EO(SM-I) and dated August 11, 2026, was issued by Director Annies Kanmani Joy of the Secretariat of the Appointments Committee of the Cabinet, with copies to the Cabinet Secretary, the Prime Minister's Office and Chief Secretaries of all states.
