Sarmistha Das has been posted as Secretary, Home and Hill Affairs Department. The 2008-batch IAS officer moves out of the Fisheries Department. The West Bengal government issued the order this week.
Home and Hill Affairs is really two jobs in one department: internal security coordination, and separately, administration of the state's hill areas — including matters tied to the Gorkhaland Territorial Administration and hill-region development schemes. North Bengal's hill politics have periodically turned sensitive over questions of autonomy and development funding, which makes this Secretary's post one of the more closely watched in the state.
Das was, until this order, Secretary of the Fisheries Department and Managing Director of BENFISH, the state's fisheries development corporation. That role covered inland and marine fisheries schemes as well as the corporation's processing and marketing operations.
She leaves Fisheries and BENFISH behind entirely with this transfer — a full change of portfolio rather than an additional charge.
Moving from a technical, scheme-implementation department like Fisheries into one with security and hill-administration responsibilities is a real shift in the kind of work Das will now do — from running programmes to managing coordination and governance in a politically sensitive region.
She will now balance state-wide security coordination with the specific governance needs of the Darjeeling and Kalimpong hills, where questions of autonomy and development funding remain politically sensitive.
The West Bengal government did not immediately name a replacement for Das at the Fisheries Department.
