Satish T. J. Gets Six-Month Extension as Secretary-cum-Controller of Examination at SSC

Satish T. J., an officer of the Indian Defence Accounts Service belonging to the 2010 batch, has been granted a six-month extension in his Central deputation tenure as Secretary-cum-Controller of Examination at the Staff Selection Commission. The Department of Personnel and Training issued the office memorandum on August 11, extending his term beyond August 31, 2026, up to February 28, 2027, or until further orders, whichever is earlier, following a Personnel Policy Division communication dated July 13, 2026.

The Staff Selection Commission, an attached office of the Department of Personnel and Training, recruits staff for posts across Central government ministries, departments and subordinate offices, and conducts some of the country's largest competitive examinations, including the Combined Graduate Level exam that draws lakhs of candidates annually. The Secretary-cum-Controller of Examination post, ranked at the Director level and equivalent to Additional Secretary for examination purposes, oversees the conduct, evaluation and results processing for this entire examination calendar.

Satish T. J. has been on Central deputation since September 1, 2021, moving from the Indian Defence Accounts Service, which handles financial management and internal audit functions for the armed forces, into the SSC's examination administration. His shift from a defence-accounts background into large-scale public examination management reflects the kind of lateral movement DoPT increasingly draws on to staff administrative posts requiring rigorous process discipline, a quality central to examination integrity work.

During his tenure at the SSC, Satish T. J. has overseen the Commission's examination cycle through a period when the SSC has expanded its language accessibility, introducing several examinations in regional languages beyond Hindi and English, a shift aimed at widening the recruitment pool for government posts to non-Hindi-speaking states. The Secretary-cum-Controller's office is responsible for coordinating this expansion with the Commission's regional network of offices.

The extension keeps Satish T. J. in place through a period covering multiple scheduled examination cycles, providing continuity in an office where mid-cycle leadership changes can complicate the administration of ongoing recruitment processes. Officials familiar with the SSC's functioning note that the six-month term, rather than a longer renewal, suggests the DoPT intends to revisit the posting closer to the newer deadline, potentially in line with the officer's broader Central Staffing Scheme tenure limits.

The Commission has faced periodic public scrutiny over examination conduct issues, including question-paper leaks and result-processing delays in past years, making continuity in the Secretary-cum-Controller's office a matter the DoPT has treated as a priority when deciding on extensions rather than fresh appointments at this stage of the SSC's examination calendar.

His original appointment to the SSC post came through a lateral shift in 2024, when the ACC approved his induction at the Deputy Secretary level for what was then structured as a term running to August 2025, subject to further extension based on cadre clearance availability. The current six-month extension is the latest in that sequence of incremental renewals rather than a fresh multi-year term, leaving open the question of whether the DoPT will convert his tenure into a longer-term appointment when the current extension lapses in February 2027.

The office memorandum, numbered 6/20/2021-EO (MM-I) and dated August 11, 2026, was issued by Ajit Kumar Ranjan, Deputy Secretary to the Government of India, and addressed to the Department of Personnel and Training under Secretary Rachna Shah, with copies to the Prime Minister's Office and the Ministry of Defence.
