Three IDAS Officers of 1996 Batch Promoted to Higher Administrative Grade
Three senior IDAS officers have been promoted to the Higher Administrative Grade.
Three officers of the 1996 batch of the Indian Defence Accounts Service, Kanwaldeep Singh, Richa Mishra, and Reena Tandon, have been promoted to the Higher Administrative Grade and posted as Principal Controllers of Defence Accounts.
The Higher Administrative Grade is a senior pay and rank level within the central Group A services structure, and promotion to HAG typically follows a defined seniority-based selection process administered through a departmental promotion committee, requiring the officer to have completed a specified number of years of service and cleared any applicable vigilance clearance before elevation.
Principal Controller of Defence Accounts is among the senior-most field postings within the Indian Defence Accounts Service, carrying responsibility for financial administration, audit, and payment functions for defence establishments within an assigned command or regional jurisdiction, a role that requires close coordination with the armed forces' local command structure on budget execution and expenditure verification.
All three officers being promoted from the same 1996 batch and posted simultaneously to equivalent Principal Controller-level positions reflects the batch-wise promotion cycle the Defence Accounts Department follows, where officers reaching the requisite seniority threshold within a given recruitment year are typically considered together in a single promotion exercise rather than individually at staggered intervals.
The Indian Defence Accounts Service functions under the Controller General of Defence Accounts, providing financial management and internal audit oversight across the Ministry of Defence's establishments, and HAG-level officers within the service form the senior leadership tier responsible for regional financial administration before further promotion to the department's apex-level positions.
The promotion orders were issued through the Ministry of Defence's Department of Defence Finance, which administers career progression for the Indian Defence Accounts Service cadre.
The Indian Defence Accounts Service is one of the organised Group A central civil services, recruited through the Civil Services Examination and tasked specifically with financial administration and internal audit functions across the Ministry of Defence, distinct from the armed forces' own command structure. Officers in the service typically progress through a series of postings at defence establishments, ordnance factories, and command headquarters before reaching the Higher Administrative Grade, with the grade representing a senior tier within the broader Group A pay matrix that also governs promotion timelines across other central services.
Batch-wise promotion exercises of this kind are administered by a departmental promotion committee that reviews eligible officers' service records, including any pending vigilance or disciplinary matters, before recommending elevation, a process intended to ensure uniform application of seniority and merit criteria across officers who entered service in the same recruitment year. The Controller General of Defence Accounts, who oversees the Indian Defence Accounts Service cadre nationally, coordinates the postings that follow such promotions, aligning officer placement with staffing requirements across the department's regional and command-level offices.
