Uttarakhand-Cadre IAS Officer Vandana Singh Gets DDA Land Management Charge

Vandana Singh, a 2013-batch IAS officer of the Uttarakhand cadre, has been appointed Commissioner (Land Management) at the Delhi Development Authority, a Deputy Secretary-level post under the Ministry of Housing and Urban Affairs, under the Central Staffing Scheme for four years.

The Delhi Development Authority is the statutory body responsible for planning, developing and managing land use across the National Capital Territory. Its Land Management wing handles allotment, disposal and regularisation of land parcels under DDA's jurisdiction, along with resolution of disputes over land records — functions that carry direct bearing on Delhi's housing supply and unauthorised colony regularisation drives.

Singh's move to the DDA follows the standard route for state-cadre IAS officers empanelled for central deputation, under which officers serve fixed tenures at the Centre before returning to their parent cadre. As a Uttarakhand-cadre officer, her prior service would have included district and departmental postings within the hill state before her central deputation came through.

Details of Singh's immediately preceding posting in Uttarakhand have not been specified in the appointment order.

The Commissioner (Land Management) post has seen frequent turnover in recent years as the DDA works through a backlog of land-use disputes and unauthorised construction cases, making it one of the more closely watched Deputy Secretary-level postings under the urban affairs ministry.

As Commissioner, Singh's responsibilities are expected to cover oversight of land records, allotment processes and enforcement action against unauthorised use within DDA's areas of control, at a time when the authority continues to face pressure over delayed regularisation of unauthorised colonies across the capital.

The appointment is made under the Central Staffing Scheme for a four-year tenure under the Ministry of Housing and Urban Affairs.
