The Telangana government has entrusted Vinay Kumar, a 1992-batch Indian Forest Service officer and Principal Chief Conservator of Forests (Wildlife) and Chief Wildlife Warden, with the full additional charge of the Principal Chief Conservator of Forests (Head of Forest Force) post, effective from July 1, 2026, following the retirement of Dr C Suvarna on June 30.

The Principal Chief Conservator of Forests (HoFF) is the senior-most position in a state's forest department and functions as the administrative head of the entire forest service establishment within the state. This includes territorial forest administration, wildlife management, forest revenue, and the coordination of centrally sponsored schemes related to afforestation and compensatory afforestation funds. In Telangana, the HoFF's office oversees multiple forest divisions across the state and interfaces with the National Tiger Conservation Authority on matters related to the state's two tiger reserves — Nagarjunasagar-Srisailam and Amrabad.

Vinay Kumar is already serving in the twin role of PCCF (Wildlife) and Chief Wildlife Warden — positions that place him at the head of Telangana's wildlife administration, responsible for all protected areas, wildlife crime enforcement, and human-wildlife conflict management. His 1992-batch seniority, one year junior to the outgoing Dr Suvarna's 1991 batch, makes him the natural first choice for the additional charge in the absence of a more senior IFoS officer available in the cadre.

The full additional charge designation — as opposed to the current charge — means Vinay Kumar now exercises the full powers and responsibilities of the HoFF post in addition to his existing functions, rather than a limited delegation. This dual role will require him to manage both the territorial and wildlife sides of the state's forest administration simultaneously — a considerable operational load given the size of Telangana's forest estate.

The government's decision to go with an additional charge arrangement rather than a regular appointment reflects the standard bureaucratic practice of maintaining administrative continuity at the apex of a department while the formal process of a regular posting is completed. In the IFoS context, PCCF (HoFF) appointments at the state level are made by the state government in consultation with DoPT and the central government's forest cadre management process, which takes time to formalise.

Telangana's forest department has been under sustained administrative attention given the state's Compensatory Afforestation Fund Management and Planning Authority obligations, tiger reserve management, and the green buffer around Hyderabad's urban expansion zones in Ranga Reddy and Medchal districts. The PCCF (HoFF) at the head of this structure will need to manage both the routine territorial administration and the several high-visibility conservation commitments the state has taken on.

Vinay Kumar's full additional charge of the PCCF (HoFF) post takes effect from July 1, 2026, and will continue until a regular appointment is made by the Telangana government.
