Zenia Gupta Selected as Director, Ministry of Corporate Affairs

Zenia Gupta, a 2010-batch officer of the Indian Railway Traffic Service, has been selected for appointment as Director in the Ministry of Corporate Affairs for a period of five years, according to an order issued under the Central Staffing Scheme.

The Ministry of Corporate Affairs regulates company law, corporate governance and insolvency proceedings in the country, administering the Companies Act and overseeing bodies such as the Registrar of Companies. A Director-level posting there places an officer in the machinery that vets company filings, monitors corporate compliance and feeds into policy on ease of doing business.

Gupta's move to Delhi marks a shift from her parent cadre, the Indian Railway Traffic Service, which handles train operations, freight movement and commercial functions on the railway network. Officers from the service are regularly deputed to central ministries under the staffing scheme, which draws talent from across the organised central services rather than only the IAS.

Her posting in the traffic service prior to this central deputation would have involved operational responsibilities tied to freight and passenger movement on her zone, the customary background for an IRTS officer before a central assignment.

The five-year central deputation is a standard tenure length for Director-level posts filled under the Central Staffing Scheme, which is designed to rotate officers from various services through ministries in Delhi to build cross-cadre administrative experience.

At the Ministry of Corporate Affairs, Gupta will be working within a department that has been increasingly focused on digitising company registration processes and tightening scrutiny of shell companies and financial irregularities.

The selection was made under the Central Staffing Scheme, with the five-year tenure taking effect from the date Gupta assumes charge of the post.
