22 State Civil Service Officers Promoted to IAS in Joint AGMUT Cadre Against 2025 Select List
22 State Civil Service officers from the UT Segment have been promoted to the IAS against the 2025 Select List and allocated to the AGMUT Cadre.
Twenty-two members of the State Civil Service from the Union Territory segment of the Joint AGMUT Cadre have been promoted to the Indian Administrative Service against the 2025 Select List and allocated to the AGMUT Cadre.
The promoted officers include Dr Sravan Bagaria, K C Surender, Sushil Singh, Sivakumar A S, M T Kom, Rajeeva Shukla, Ranjeet Singh, Richa, Ashish Mohan, Ajay Kumar, Pravesh Ranjan Jha, Pranjal J Hazarika, Vivek Agarwal, Rajeev Singh, Rajanish Kumar Singh, Marathe Onkar Gopal, Anoop Thakur, Saumyaketu Mishra, Asha Choudhary Malhotra, Vikas Ahlawat, D Karthikeyan, and Vivek Kumar, a cohort spanning officers who built their careers within the Union Territory administrative structure before this promotion.
Promotion from a state or union territory civil service to the IAS follows a defined process administered through the Department of Personnel and Training, requiring inclusion in an annual Select List prepared based on seniority and service record within the officer's civil service cadre, before the promotion is formally notified and cadre allocation assigned.
A cohort of 22 officers promoted simultaneously represents a substantial addition to the Joint AGMUT Cadre's IAS officer strength, reflecting the accumulated backlog of eligible Union Territory Civil Service officers reaching promotion consideration in a single Select List cycle, a scale larger than many individual state promotion rounds given the joint cadre structure's broader officer pool.
Following this promotion, the 22 officers become eligible for postings and responsibilities consistent with IAS officers of their notional seniority within the Joint AGMUT Cadre, a career progression that opens access to a broader range of postings than their previous Union Territory Civil Service cadre alone offered.
The Joint AGMUT Cadre's promotee quota mechanism reserves a defined proportion of IAS vacancies for state and union territory civil service officers meeting eligibility and seniority criteria, distinct from the direct-recruit route that also feeds into the cadre's overall officer strength each year.
The promotion orders were processed through the Department of Personnel and Training in coordination with the respective Union Territory administrations within the Joint AGMUT Cadre.
