Amrapali Kata, IAS (2010), Appointed Secretary for Tourism and Culture in Andhra Pradesh

The Government of Andhra Pradesh has appointed Amrapali Kata, an IAS officer of the 2010 batch, as Secretary to the Government in the Tourism and Culture Department. The order was issued on Monday, October 12, and posts her in the Youth Advancement, Tourism and Culture (YAT&C) Department.

Kata was Managing Director of the Andhra Pradesh Tourism Development Corporation (APTDC) until August 7, when a 22-officer reshuffle relieved her of the post and told her to report to the General Administration Department. Pattanshetti Ravi Subash took over at APTDC. She had no fresh posting until this order.

Her career has been tied to the cadre dispute that followed the 2014 bifurcation of Andhra Pradesh. Kata was Commissioner of the Greater Hyderabad Municipal Corporation (GHMC) in Telangana when the Ministry of Personnel rejected her request for allocation to the Telangana cadre in October 2024. The ministry accepted the Khandekar Committee's recommendation and she returned to Andhra Pradesh.

She pressed her case. On June 24, 2025, the Central Administrative Tribunal in Hyderabad ordered her allocation to the Telangana cadre, holding that the Pratyush Sinha Committee's guidelines had been applied unevenly. The Telangana High Court later stayed that order.

The August reshuffle made Shamsher Singh Rawat Special Chief Secretary, Tourism and Culture, so Kata joins a department whose senior post changed hands only two months ago.

The order was one of 11 IAS postings issued on October 12.
