Bihar Carries Out Major IPS Reshuffle, Anil Kumar Moves to Prohibition and Narcotics Task Force
Bihar has ordered a major IPS reshuffle spanning 18 officers, with Anil Kumar moved to DIG, Prohibition, Excise and Narcotics Task Force, an order shows.
Anil Kumar, a 2010-batch IPS officer, has been moved from DIG, Finance and Technical Services to DIG, Prohibition, Excise and Narcotic Task Force (NNTF), as part of a reshuffle spanning 18 officers ordered by Bihar Police Headquarters.
The Prohibition and NNTF wing enforces Bihar's liquor ban and narcotics laws, a politically sensitive charge given the state's continuing prohibition regime and periodic hooch-related controversies that draw sustained media and legislative scrutiny. Kumar's move places a 2010-batch officer in one of the force's more closely watched enforcement roles, working alongside Rajesh Kumar, who becomes SP, NNTF and State-Level Control Bureau, in what amounts to a near-complete refresh of the state's narcotics enforcement leadership.
Kumar's earlier posting as DIG, Finance and Technical Services placed him in charge of the force's budgetary and technology infrastructure rather than field enforcement, a background distinct from the operational prohibition role he now takes on. Ajay Kumar Pandey, also from the 2012 batch, takes over Finance and Technical Services in his place, continuing the practice of filling vacated administrative posts from within the same batch cohort.
Mrityunjay Kumar Chaudhary, also from the 2010 batch, has been named DIG, Civil Defence, a wing responsible for disaster response and public-safety coordination during emergencies, in a parallel move within the same order that touches Kumar's own batch-mates and reflects the scale at which the 2010 batch has been redistributed across headquarters roles.
The order reassigns three 2012-batch DIG-rank officers together: Rajiv Ranjan-2 becomes DIG, Special Vigilance Unit, and Amir Javed moves to DIG, Vigilance Investigation Bureau. Sushil Kumar, who held charge as DIG, Legal Affairs and Rules, has been given additional responsibility as DIG, Human Rights, broadening his existing legal and compliance brief at force headquarters at a time when police accountability continues to draw public scrutiny.
At the district level, the reshuffle touches SP postings across the state: Hriday Kant, a 2015-batch officer, becomes SP, Nalanda; Bharat Soni takes charge in Siwan; Roshan Kumar becomes SSP, Saran; and Raj, Awadhesh Dixit and Garima have been posted as SP, Rohtas, SP, Bhojpur and SP, Weaker Sections and Women's Cell, CID respectively — officers from the 2018 and 2019 batches, reflecting the state's practice of rotating recently promoted officers through district charges before longer postings. Vineet Kumar, a 2017-batch officer, takes over as SP, Anti-Terrorist Squad Bihar, while Mithilesh Kumar has been made Commandant of Bihar Special Armed Police-9 at Jamalpur, a battalion posting typically reserved for officers with field command experience.
Puran Kumar Jha, a 2018-batch officer, has been moved to Bihar Police Headquarters pending a fresh posting, while Manish Kumar and Ramanand Kumar Kaushal have been appointed SPs in the Special Vigilance Unit. The order was issued by Bihar Police Headquarters and covers 18 officers with immediate effect.
