Bihar Sees Sweeping IAS Reshuffle; 16 Officers Get New Assignments

The Bihar government has carried out a major reshuffle of its IAS cadre, with 16 officers reassigned to new roles across departments and public sector entities. The transfers span a wide range of administrative functions, including urban development, power distribution, education, and rural development. Animesh Kumar Parashar, currently Managing Director of Bihar Urban Infrastructure Development Corporation, has been given additional charge as Secretary of the Urban Development and Housing Department. Shirshat Kapil Ashok has been posted as Managing Director of COMFED, the state's milk cooperative. Nilesh Ramchandra Deore, who holds the position of Special Secretary in Civil Aviation, has been tasked with additional responsibility as Special Secretary in Urban Development and Housing. Naval Kishore Chaudhary has been assigned as Managing Director of Bihar State Transmission Company Limited. Navdeep takes charge as Special Secretary in the Department of Youth Employment and Skill Development, while Pawan Kumar Sinha joins as Special Secretary of Higher Education. Saurabh Jorwal, MD of South Bihar Power Distribution Company Limited, has received the additional charge of Bihar State Road Development Corporation Limited. Kumar Mangalam joins as Secretary of the Revenue Board in Patna. Prashant Kumar CH, presently serving as Additional Chief Election Officer, will additionally handle the role of Project Director at Bihar Education Project Council. Vishal Raj has been appointed Managing Director of Bihar State Power Generation Company Limited. Sparsh Gupta moves to the State Health Society in Patna as Additional Executive Director. Shreshth Anupam takes up the post of Joint Secretary in the Finance Department. Abhishek Palasiya becomes Joint Secretary in the Road Construction Department. Pradeep Singh has been posted as Joint Secretary in the Tourism Department. Kumar Nishant Vivek will serve as Director of Primary Education, and Mrs Ananya Singh has been given the role of Additional Chief Executive Officer of Jeevika under the Rural Development Department, along with additional charge as Commissioner for MGNREGA. The reshuffle covers critical development departments and state-owned enterprises, signalling the government's intent to bring fresh administrative attention to areas including power supply, rural employment, and urban growth.
