Deepti Gaur Mukerjee Moves to Higher Education Secretary, Vacating Corporate Affairs for Pallavi Jain Govil

Deepti Gaur Mukerjee, a 1993-batch IAS officer of the Madhya Pradesh cadre serving as Secretary, Ministry of Corporate Affairs, has been appointed Secretary, Department of Higher Education, Ministry of Education. The Appointments Committee of the Cabinet cleared the move on August 10 as part of a six-officer reshuffle, with Mukerjee replacing Vineet Joshi, who has been appointed Secretary, Ministry of Panchayati Raj.

The Department of Higher Education oversees the country's university system, the University Grants Commission, the All India Council for Technical Education, and the policy architecture governing degree-granting institutions across the country. The post has drawn heightened scrutiny in recent years over examination integrity, institutional governance disputes, and the phased rollout of the National Education Policy's higher-education provisions, making it one of the more closely watched administrative postings in the education sector.

Mukerjee has spent 33 years in the IAS, holding senior positions in both the Madhya Pradesh government and at the Centre. At the national level, she served as Chief Executive Officer of the National Health Authority, where she was involved in the implementation of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, one of the government's flagship public health insurance schemes covering hundreds of millions of beneficiaries. She also held the post of Additional Secretary in the Ministry of Health and Family Welfare before her appointment to Corporate Affairs.

She took charge as Secretary, Ministry of Corporate Affairs in mid-2026, succeeding Manoj Govil, and during her tenure there she worked on reforms connected to the Competition Act and the proposed Digital Competition framework, along with strengthening the functioning of the National Company Law Tribunals. Her responsibilities also extended to the PM Internship Scheme, a programme designed to connect young job seekers with industry placements.

Her appointment to Higher Education comes just weeks after Rajasthan-cadre officer Naresh Pal Gangwar was named to the same post; that appointment was subsequently kept in abeyance, clearing the way for Mukerjee's induction instead. The reversal is unusual and suggests the government reconsidered its initial choice for the post within a short window, though the order gives no explanation for the change.

Mukerjee steps into a department that has spent much of the year fielding questions over the functioning of national testing bodies and the pace of curriculum reform under the National Education Policy, giving her an in-tray weighted toward institutional governance issues rather than the corporate-regulatory work that defined her previous posting. Her background running the National Health Authority's implementation machinery, a role that required coordinating with state governments on a nationwide scheme, is expected to inform how she approaches the similarly state-coordination-heavy demands of higher education policy.

Mukerjee's move is one of six officer transitions triggered by the same order. Pallavi Jain Govil takes over Corporate Affairs in her place, while Sushil Kumar Lohani, V.L. Kantha Rao, Archana Varma and Sunil Paliwal shift across the Inland Waterways Authority, the Department of Official Language, the Department of Water Resources and the Department of Youth Affairs respectively, in a chain of appointments that typically follows from a single vacancy higher up the administrative ladder.

The order, numbered 36/01/2026-EO(SM-I) and dated August 10, 2026, was issued by Manisha Saxena, Secretary, Appointments Committee of the Cabinet and Establishment Officer, with copies to the Cabinet Secretary, all Secretaries to the Government of India and Chief Secretaries of all states.
