Pallavi Jain Govil Named Secretary, Ministry of Corporate Affairs, in Six-Officer IAS Reshuffle

Pallavi Jain Govil, a 1994-batch IAS officer of the Madhya Pradesh cadre serving as Secretary in the Department of Youth Affairs, has been appointed Secretary, Ministry of Corporate Affairs. The move is part of a six-officer reshuffle the Appointments Committee of the Cabinet cleared on August 10 as a partial modification of an earlier order dated July 23, 2026, with Govil replacing Deepti Gaur Mukerjee, who moves to the Department of Higher Education.

The Ministry of Corporate Affairs regulates India's corporate sector under the Companies Act and the Competition Act, overseeing company registration, insolvency proceedings referred to the National Company Law Tribunals, and the regulatory framework governing roughly 1.7 million registered companies. The Secretary's office has in recent years been at the centre of reform work on the Digital Competition Bill and amendments aimed at easing compliance burdens for smaller companies, making it one of the more consequential economic-ministry postings in the Centre's roster.

Govil has built a career spanning nearly three decades across Madhya Pradesh's state administration and Central government postings. She served as Director in the Prime Minister's Office from 2009 to 2014, where she handled the Ministries of Finance, Commerce, Corporate Affairs, and Industrial Policy and Promotion, giving her direct prior exposure to the ministry she now leads. She holds a Ph.D. in Economics from the City University of New York and a Master's in Public Policy from Princeton University, and has served as District Collector in several Madhya Pradesh districts including Bastar and Mandla.

Before this appointment, Govil headed the Department of Youth Affairs, where she oversaw national programmes including skill development schemes, the Nehru Yuva Kendra Sangathan network, and volunteerism initiatives aimed at India's youth population. She also previously served as Director General of Hydrocarbons, advising the Ministry of Petroleum and Natural Gas on exploration and production policy, and as Principal Secretary for Tribal Affairs and Public Health in the Madhya Pradesh government.

Her move is one link in a chain reaction spanning six officers. Deepti Gaur Mukerjee moves from Corporate Affairs to Higher Education, Sushil Kumar Lohani takes charge as IWAI Chairman, V.L. Kantha Rao shifts to the Department of Official Language, Archana Varma steps into the Water Resources Secretary post Kantha Rao vacates, and Sunil Paliwal succeeds Govil at Youth Affairs. Reshuffles cascading through several ministries at once typically follow a single retirement or appointment further up the chain that creates a vacancy the government then fills by rotating multiple secretaries simultaneously.

Govil is married to Manoj Govil, a 1991-batch IAS officer currently serving as Secretary, Coordination, in the Cabinet Secretariat, making the couple one of the few IAS pairs in India currently holding Secretary-level posts simultaneously. Her elevation to Corporate Affairs, a ministry with direct bearing on India's ease-of-doing-business rankings and investor confidence, places her among the more visible names in the Centre's economic-ministry leadership going into the current fiscal year's regulatory calendar.

Govil's appointment to Corporate Affairs comes as the ministry works through pending reforms to strengthen the insolvency resolution process and simplify the compliance architecture for startups and small companies, an agenda that will fall to her office to carry forward. Her PMO experience handling corporate and industrial policy files gives her a working familiarity with the ministry's coordination requirements with the Finance Ministry and the Reserve Bank of India on matters of corporate governance.
