IAS Officer Vidyanshu Shekhar Jha's Cadre Transferred from Jharkhand to Uttar Pradesh on Marriage Grounds

The central government has approved the cadre transfer of Vidyanshu Shekhar Jha, a 2025-batch IAS officer, from Jharkhand to Uttar Pradesh, with the transfer granted on grounds of his marriage to fellow IAS officer Ms Sweta.

Inter-cadre transfers on marriage grounds are governed by a specific provision within the All India Services (Cadre) Rules that allows officers married to each other but allocated to different state cadres to apply for one spouse's transfer to the other's cadre, intended to allow married officer couples to serve within reasonable proximity of one another rather than being posted indefinitely in separate states.

Such transfers require approval from both the losing and gaining cadre's state governments in addition to central clearance from the Department of Personnel and Training, a multi-step approval process that can take considerable time depending on vacancy availability in the gaining cadre and the losing state's willingness to release the officer.

As a 2025-batch officer, Jha's transfer comes very early in his career, before he would have accumulated significant postings within his original Jharkhand cadre allocation, a timing that typically simplifies the administrative transition compared to a transfer requested later in an officer's career after substantial cadre-specific postings and institutional investment.

This move allows Jha and his spouse to serve within the same state administration in Uttar Pradesh going forward, addressing the practical challenge many dual-IAS-officer couples face when allocated to different state cadres through the standard cadre allocation process following the civil services examination.

Uttar Pradesh, as India's most populous state, maintains one of the country's largest IAS cadres, which can sometimes create more flexible placement options for incoming transferred officers compared to smaller state cadres with fewer available vacancy slots.

The transfer order was processed jointly by the Jharkhand and Uttar Pradesh cadre authorities in coordination with the Department of Personnel and Training.
