Dr Krishna Gupta Appointed State Election Commissioner of West Bengal
Dr Krishna Gupta, Additional Chief Secretary at West Bengal government and 1991-batch IAS officer retiring June 30, has been appointed State Election Commissioner of West Bengal.
Dr. Krishna Gupta, Additional Chief Secretary in the Government of West Bengal, has been appointed as the next State Election Commissioner of West Bengal. Gupta is a 1991-batch IAS officer scheduled to retire from service on June 30, 2026, and his appointment to this constitutional post takes effect from July 1.
The State Election Commission of West Bengal oversees the conduct of elections to panchayati raj institutions and urban local bodies across the state. The State Election Commissioner is a constitutional authority appointed by the Governor under Article 243K of the Constitution, with security of tenure comparable to that of a High Court judge. The SEC independently determines the timing, conduct, and code of conduct for local body elections — a mandate entirely separate from the Election Commission of India's jurisdiction.
West Bengal has one of the most politically contested panchayat and municipal election landscapes in the country. The 2023 West Bengal Panchayat election was marked by widespread allegations of violence and poll rigging, drawing both the State Election Commission and the Calcutta High Court into prolonged disputes over the conduct of polling in several districts. Managing the next cycle of local body elections — in a state where the contest between the ruling Trinamool Congress, the BJP, and the Left remains sharp at the grassroots level — will be the central test for Dr. Gupta's tenure.
Gupta's 35 years of state administration experience, rising to Additional Chief Secretary level in West Bengal, brings direct familiarity with the state's administrative machinery, revenue structures, and inter-department dynamics. The choice of a retiring senior IAS officer for the SEC post is consistent with practice across most states, where the constitutional nature of the office and the need for independent administrative authority inform the selection.
His career in the West Bengal government has spanned administrations under Left Front rule and the subsequent Trinamool Congress-led governments, giving him exposure to the state's political transitions while maintaining the service record of an administrator rather than a partisan official — a background that the constitutional requirements of the SEC post require.
The appointment was made by the Governor of West Bengal in accordance with Article 243K of the Constitution. Dr. Gupta assumes charge as State Election Commissioner from July 1, 2026, upon his superannuation from the IAS on June 30.
