Krishna Pada Das Promoted from Superintendent to Assistant Commissioner of Customs

Krishna Pada Das, Superintendent of Customs (Preventive), has been promoted to the grade of Assistant Commissioner of Customs and Indirect Taxes on an ad-hoc basis, against a vacancy from the 2018 vacancy year, with the promotion treated as notionally effective from December 24, 2020.

The Customs (Preventive) formation is responsible for anti-smuggling operations and enforcement along ports, airports and land borders, distinct from the assessment-focused Customs House cadre. A promotion to Assistant Commissioner shifts an officer from a supervisory enforcement role into a gazetted executive rank with wider administrative and adjudicating powers.

Das's service as Superintendent would have involved supervising preventive staff, coordinating seizure operations and enforcement casework, the frontline duties that build the experience base for promotion into the Indian Revenue Service's executive cadre feeder ranks.

Ad-hoc promotions against old vacancy years, as in this case against the 2018 cycle, are a routine feature of Customs and Central Excise promotions, which have historically run behind schedule because of pending litigation over seniority and reservation matters within the department.

The notional effective date of December 24, 2020, well ahead of the actual order, reflects the backlog in the department's promotion process, where officers are often given seniority benefit for the vacancy year even though the promotion order itself is issued years later.

As Assistant Commissioner, Das moves into a rank that carries independent charge of a customs division or preventive unit, along with quasi-judicial powers to adjudicate certain classes of customs offences.
