Odisha Reshuffles Multiple IAS Officers Across Cooperative, Fisheries, and Textile Departments

The Odisha government has carried out a wide-ranging reshuffle of IAS officers, with Manish Agarwal designated Registrar of Cooperative Societies and Smruti Ranjan Pradhan named Managing Director of the Odisha Small Industries Corporation, while retaining additional charge as CEO of Startup Odisha.

Several other departmental postings were reassigned as part of the exercise, with Siddhartha Das posted as Director of Fisheries, Madhusmita Sahoo as Director of Teacher Education and SCERT, and Somesh Kumar Upadhyay as Director of Textiles and Handlooms, placing experienced officers across departments spanning agriculture-linked, education, and industrial portfolios.

Secretariat-level changes included Upama Kalo posted as Secretary for the Revenue Divisional Commissioner's Northern Division office, and Lily Kumari Kullu named Additional Secretary for the Public Enterprises Department, positions carrying coordination responsibility across their respective jurisdictions.

District-level postings rounded out the reshuffle, with Prathamesh Arvind Rajeshirke named Collector of Malkangiri, Akavaram Sasya Reddy appointed Commissioner of Berhampur Municipal Corporation, and Akshay Pillay posted as Additional District Magistrate for Paradeep, spanning districts with distinct administrative and economic profiles across the state.

Reshuffles touching this many departments and administrative tiers simultaneously, from state-level corporations to district collector postings, typically reflect a state government's periodic recalibration of its administrative machinery across multiple unrelated sectors at once rather than a sector-specific realignment.

Pradhan's dual charge combining the Small Industries Corporation with Startup Odisha reflects a staffing pattern the state has used to keep entrepreneurship and small-industry promotion functions under coordinated leadership given the overlapping policy interests between the two bodies.

The transfer orders were issued through the Odisha government's General Administration Department, which administers postings and transfers for the state's IAS cadre officers.
