Hari Narayan Jangid, serving as Chief Vigilance Officer (CVO) at Mazagon Dock Shipbuilders Limited (MDSL) in Mumbai, has been entrusted with the additional charge of CVO at Goa Shipyard Limited (GSL), Goa, for a period of six months. Jangid is a 1995-batch officer of the Indian Telecommunication Service (ITS). The additional charge arrangement is a common administrative mechanism used by the government to ensure that senior-level oversight positions in public sector undertakings are not left vacant for extended periods, particularly when specialised candidates with the appropriate background and clearances need to be identified. In this case, Jangid's existing role at Mazagon Dock, a premier defence shipyard, provides a relevant foundation for overseeing vigilance functions at another shipbuilding PSU. Goa Shipyard Limited is a defence PSU under the Ministry of Defence, engaged in the design and manufacture of ships for the Indian Navy and Coast Guard. The CVO at any defence PSU plays a crucial role in ensuring probity, transparency and ethical conduct in procurement, operations and personnel decisions. With this additional charge, Jangid will be balancing vigilance oversight responsibilities across two significant defence manufacturing organisations simultaneously. While MDSL is known for its construction of naval vessels including submarines and destroyers, GSL specialises in patrol vessels and offshore patrol ships, making both institutions of strategic importance to India's naval modernisation programme. The six-month tenure of the additional charge is expected to provide enough time for the government to identify and appoint a dedicated CVO for Goa Shipyard, ensuring sustained vigilance oversight at the institution.
