Parama Sen's Post in Department of Expenditure Upgraded to Additional Secretary Level

Parama Sen, an Indian Audit and Accounts Service officer of the 1994 batch, has had her Joint Secretary post in the Department of Expenditure, Ministry of Finance, upgraded to the level of Additional Secretary, with the Appointments Committee of the Cabinet approving the change for a term up to August 2, 2027.

The Department of Expenditure oversees the Union Budget's implementation, public financial management systems, and government procurement rules, making it one of the most closely watched departments within North Block. An Additional Secretary-ranked officer in the department typically handles a defined vertical, whether centre-state fiscal transfers, government e-marketplace procurement policy, or expenditure reforms, and represents the department at Cabinet Committee and inter-ministerial meetings on those subjects, working closely with the Finance Secretary on matters that eventually reach the Cabinet Committee on Economic Affairs. Officers in such posts also routinely brief the Parliamentary Standing Committee on Finance when expenditure matters under their charge come up for review.

Sen belongs to the Indian Audit and Accounts Service, whose officers typically begin their careers in the offices of the Comptroller and Auditor General before moving into central deputation roles tied to public finance and accounts. That accounting and audit background is a common entry point into the Department of Expenditure, where officers are expected to combine budgetary discipline with a working knowledge of scheme-level financial controls across ministries, a skill set built over years of examining government accounts before ever moving into a policy-facing role.

The upgradation places Sen's post on par with other Additional Secretary-ranked positions within the Department of Expenditure, a department that has steadily added senior-level posts as its oversight role over centrally sponsored schemes and public expenditure reforms has grown. The change in rank does not, on its own, alter the substantive charge she has been handling, though it does give her greater standing when her recommendations on expenditure proposals go up for inter-ministerial consultation.

The Department of Expenditure has in recent years pushed several officers holding Joint Secretary-level charges into upgraded Additional Secretary posts, a trend consistent with the department's expanding role in monitoring the fiscal deficit glide path and implementing procurement reforms under the General Financial Rules. Sen's upgradation fits that broader pattern of strengthening senior-level capacity inside the department ahead of the next Budget cycle, when scrutiny of ministry-wise expenditure proposals intensifies.

With the Union Budget process, Finance Commission follow-up work, and ongoing centre-state transfer negotiations all routed through the Department of Expenditure, an Additional Secretary-ranked officer is expected to represent the department credibly before the Finance Secretary and other senior functionaries on politically sensitive fiscal questions, including disputes over devolution formulas that periodically surface between the Centre and opposition-ruled states.

The Department of Expenditure's own internal structure has evolved to mirror the growing complexity of Union Budget execution, with individual Joint Secretary and Additional Secretary-level officers now handling verticals that used to be bundled together under a single charge. This specialisation is most visible in how the department handles centrally sponsored scheme transfers to states, where officers need both audit-trained scrutiny and the standing to push back on ministry requests that fall outside sanctioned budget lines. Sen's elevated rank places her within that specialised structure at a time when scheme-wise expenditure tracking has become a recurring theme in parliamentary committee questions.
