Varsha Joshi's Upgraded Joint Secretary Post at Animal Husbandry Department Gets Extension

Varsha Joshi, a 1995-batch IAS officer of the AGMUT cadre, will continue in her post at the Department of Animal Husbandry and Dairying at the upgraded level of Additional Secretary, with the Appointments Committee of the Cabinet approving an extension of the rank upgradation up to December 5, 2026.

The Department of Animal Husbandry and Dairying, under the Ministry of Fisheries, Animal Husbandry and Dairying, administers national programmes covering livestock health, dairy cooperative support, and disease control schemes such as the National Livestock Mission and the Animal Husbandry Infrastructure Development Fund. An Additional Secretary-ranked officer in the department carries direct responsibility for steering these central schemes through state governments and cooperative federations, and for representing the department in Cabinet-level and inter-ministerial discussions on the rural dairy economy, an area that touches millions of smallholder farmers dependent on milk income. Ministries that fund these schemes jointly with states also expect the department's senior officers to sign off on release schedules tied to state-level utilisation reports.

Joshi's service career has spanned Delhi and the Union Territories cadre, with postings across general administration and urban development before her central deputation to the animal husbandry portfolio. AGMUT cadre officers typically rotate between the Delhi government, Union Territory administrations, and central ministries, giving them exposure to both grassroots implementation and Delhi-based policy coordination, a background that carries into the scheme-monitoring demands of her current charge, where field-level disbursement tracking matters as much as policy design.

The Joint Secretary post she occupies was upgraded to Additional Secretary rank in an earlier ACC order, reflecting the department's push to match its expanding scheme portfolio with senior-level oversight as central sector spending on animal husbandry and dairy infrastructure has grown over successive Budgets. The current decision extends that rank status rather than altering the underlying charge she holds within the department's scheme division.

Rank upgradations for individual posts inside ministries are reviewed periodically, and departments handling large central sector schemes have increasingly sought Additional Secretary-level sanction for key coordinating posts to speed up inter-ministerial clearances with the Department of Expenditure and NITI Aayog.
