Pushpa Rani Gets Additional Charge of Director Finance, KMRCL
Pushpa Rani, Principal Financial Adviser at Metro Railway Kolkata, has been given additional charge as Director Finance at KMRCL, an order confirms.
Pushpa Rani, presently Principal Financial Adviser at Metro Railway, Kolkata, has been entrusted with additional charge of the post of Director (Finance) at Kolkata Metro Rail Corporation Limited, according to an order confirming the assignment. She is an officer of the Indian Railway Accounts Service.
Kolkata Metro Rail Corporation Limited is the special purpose vehicle set up under the Ministry of Railways to build and operate the city's newer metro corridors, distinct from Metro Railway, Kolkata, which is departmentally run as part of Indian Railways and operates the original Kolkata Metro's Blue Line, India's first metro line. The Director (Finance) at KMRCL is a board-level position responsible for the corporation's capital expenditure planning, its funding arrangements with multilateral lenders financing several of the newer corridors, and its financial reporting as a public sector undertaking distinct from the railway zone's departmental accounts. The distinction matters administratively, since KMRCL functions as a company under the Companies Act with its own board and audited financial statements, while Metro Railway remains a zonal unit of Indian Railways governed by railway budget rules, meaning an officer holding both charges must operate under two different financial accountability frameworks simultaneously.
Rani's additional charge brings together two related but organisationally separate entities under a single officer's financial oversight, Metro Railway as a zonal railway administration and KMRCL as a corporate entity building out Kolkata's expanding metro network, including corridors that have involved complex underwater tunnelling beneath the Hooghly river and elevated sections through some of the city's most congested localities. As an Indian Railway Accounts Service officer, her career track has centred on railway finance and accounts, a service stream distinct from the operating and engineering branches, focused on budgeting, internal audit and financial control across railway establishments.
Her substantive position as Principal Financial Adviser at Metro Railway, Kolkata, already carries responsibility for the zonal railway's revenue and expenditure accounts, budget formulation and financial concurrence on all major procurement and works contracts undertaken by the zone, a role that requires close coordination with the General Manager's office on approvals for the zone's operational and capital spending.
The additional charge arrangement reflects a broader pattern across Indian Railways and its associated corporate entities, where officers already holding senior zonal finance positions are asked to also oversee the financial affairs of metro rail corporations operating in the same city, given the overlapping expertise required and the relatively limited pool of IRAS officers available for board-level postings at every metro corporation being built across the country. With metro projects now under construction or planned in dozens of Indian cities, the Railway Board and state governments that jointly control these special purpose vehicles have increasingly relied on such dual-charge arrangements to staff finance functions without waiting for fresh recruitment or empanelment cycles.
KMRCL's expanding project pipeline, which includes ongoing extensions to Kolkata's metro network alongside the completed under-river Blue Line extension, means the Director (Finance) charge carries significant responsibility for managing project financing drawn from a mix of central government equity, state government contribution and external lines of credit from agencies such as the Japan International Cooperation Agency, which has funded major sections of the city's metro expansion.
The additional charge takes effect from the date of the order, with Rani continuing to hold her substantive position at Metro Railway, Kolkata, alongside the new finance responsibility at KMRCL, an arrangement that will remain in place until the corporation identifies and appoints a dedicated full-time Director (Finance) to the board.
