17 Gujarat State Civil Service Officers Promoted to IAS Under Select List 2025
Seventeen State Civil Service officers from Gujarat promoted to IAS against the Select List of 2025, allocated Gujarat cadre, following UPSC DPC clearance.
Seventeen State Civil Service officers from Gujarat have been promoted to the Indian Administrative Service against the Select List of 2025, with Gujarat cadre allotment, according to an official order issued by the Department of Personnel and Training. The promoted officers are R.N. Kuchara, R.P. Patel, C.B. Ganatra, C.A. Gandhi, B.N. Patel, M.K. Joshi, A.K. Joshi, K.S. Zala, V.K. Jadav, D.K. Patel, B.H. Patel, I.R. Wala, M.D. Chudasama, B.S. Prajapati, V.G. Patel, A.K. Vastani, and R.B. Rathod.
The promotion of State Civil Service officers to the IAS is a constitutionally mandated annual process conducted through a Departmental Promotion Committee convened by the Union Public Service Commission. One-third of IAS vacancies in each state cadre is filled through the SCS promotion route, with the balance through the direct recruitment examination. Promotees are assigned cadre seniority on the basis of their SCS standing and the year of the Select List.
Gujarat is among India's larger IAS cadres, supporting the administrative requirements of a state with a population of over 6.5 crore and one of the country's highest per capita incomes among major states. The induction of 17 officers from the SCS strengthens the cadre at the mid-senior level, filling positions that accumulate as direct recruit officers rise to apex grades and SCS promotees from earlier years retire.
Officers promoted through the SCS route bring substantial district and sub-district administrative experience to the IAS. Typical SCS promotees have served as Mamlatdars, Deputy Collectors, Additional Collectors, and Collectors before reaching the promotion stage — positions that build direct experience in revenue administration, district planning, and public grievance management at the ground level.
The 17 promotees join the Gujarat IAS at a time when the state is managing large infrastructure and industrial investment projects, including the GIFT City international financial services centre, the Dholera Smart City greenfield development, and semiconductor fabrication investments under the central government's chip incentive programme. Administrative capability at the district and divisional level is central to managing these projects alongside routine governance delivery.
The promotions were processed through the UPSC DPC following review of service records, vigilance status, and seniority positions of eligible Gujarat SCS officers. Orders were issued by DoPT in coordination with the Gujarat government. The promotees take up IAS assignments in the Gujarat cadre with immediate effect.
