J&K Expands Saurabh Bhagat's Portfolio with IT and Public Grievances Charge

The Jammu and Kashmir administration has significantly expanded the responsibilities of senior IAS officer Saurabh Bhagat, assigning him concurrent charge of the Information Technology Department and the Public Grievances Department. Bhagat, a 2002-batch officer of the AGMUT cadre, continues to serve simultaneously as Commissioner and Secretary of the Department of Food, Civil Supplies, and Consumer Affairs. The formal order, issued by the General Administration Department, directs Bhagat to hold the additional portfolios until further notice, consolidating digital governance and public redressal functions under a single administrative head with deep institutional experience. The move signals Jammu and Kashmir's strategic push to tightly weave technology into citizen-facing services. The Union Territory has aggressively pursued an e-governance model over recent years, migrating public delivery systems to digital platforms to improve transparency and reduce bureaucratic delays. Placing a seasoned 2002-batch administrator over the IT wing is intended to fast-track infrastructure projects, strengthen cybersecurity protocols, and overhaul online grievance monitoring systems. The operational synergy created by combining Consumer Affairs, IT, and Public Grievances under one officer is particularly significant. The Consumer Affairs department's extensive distribution networks stand to benefit from modernized, technology-driven grievance resolution systems, which could meaningfully improve service delivery for residents across both the Jammu and Kashmir divisions. Bhagat's expanded role is seen as a calibrated administrative intervention at a time when the Union Territory is scaling up digital infrastructure investments and looking to establish more seamless linkages between citizen redressal mechanisms and backend administrative processes.
