Karthika J Kumar, a 2014-batch officer of the Indian Civil Accounts Service, has been selected for appointment as Integrated Financial Adviser at the Sashastra Seema Bal, a Deputy Secretary-level post, under the Central Staffing Scheme for four years.

The Integrated Financial Adviser sits inside a paramilitary force but reports through the Ministry of Finance's IFA wing, vetting procurement, budget allocation and expenditure proposals before they are cleared. At the SSB, a border guarding force deployed along the frontiers with Nepal and Bhutan under the Ministry of Home Affairs, the post carries financial oversight of equipment purchases, infrastructure works and welfare spending for personnel.

Kumar's background in the Indian Civil Accounts Service, which handles government accounting and internal audit functions across ministries, is the standard training ground for officers who go on to hold IFA postings, where financial scrutiny rather than direct administrative command is the core function.

Her move to the SSB follows a deputation pattern common for ICAS officers at this career stage, who typically spend their initial years in pay and accounts offices before being considered for an IFA assignment in a ministry or force.

The four-year tenure is standard for Deputy Secretary-level IFA postings filled through the Central Staffing Scheme, which rotates finance and accounts officers through ministries and forces to strengthen expenditure oversight at that level.

At the SSB, Kumar will be working within a force that has been expanding infrastructure along sensitive stretches of the India-Nepal and India-Bhutan borders, an area where budget utilisation has drawn periodic scrutiny from Parliament's standing committees.

The appointment takes effect from the date Kumar assumes charge of the post under the Ministry of Home Affairs.
