Kerala's New Government Effects Sweeping 47-Officer IAS Reshuffle Under CM Satheesan
Kerala CM Satheesan's new government reshuffles 47 IAS officers in a sweeping administrative overhaul spanning all seniority levels across key departments.
The newly formed Kerala government under Chief Minister V.D. Satheesan has carried out a major administrative overhaul, transferring and reassigning 47 IAS officers in one of the most wide-ranging reshuffles the state has seen in recent memory. The exercise touches nearly every level of the state's senior bureaucracy, from Additional Chief Secretaries to officers of the 2021 batch. At the senior end, Biswanath Sinha (IAS-1992), Additional Chief Secretary for Home and Vigilance, has been relieved of additional charges while being entrusted with portfolios for Coir Development and Housing. K.R. Jyothilal (IAS-1993), ACS Finance, gains additional charge of Planning, Economic Affairs, and the Kerala Planning Board, consolidating the state's economic administration under one experienced hand. Puneet Kumar (IAS-1993) has been relieved of all additional charges at the Resident Commissioner's office in Delhi. Dr. Rajan N. Khobragade (IAS-1993), ACS Health and Family Welfare, has had some charges reallocated while continuing to oversee AYUSH. Minhaj Alam (IAS-1966) moves from CMD of the Kerala State Electricity Board to ACS for Sports, Youth Affairs, and allied departments. Among the mid-career officers, Dr. Sharmila Mary Joseph (IAS-1997) transitions to the Health and Family Welfare Secretariat while also holding Food and Civil Supplies. M.G. Rajamanickam (IAS-2008) moves from Revenue to take charge as CMD of the Kerala State Electricity Board. Several younger officers in the 2019–2021 batches have also been moved into key operational roles — Mrs. Sreedhanya Suresh to Food Safety, Rahul Krishna Sharma to GST, and Harshil R. Meena to Kerala Tourism Board — signalling the new government's intent to place energetic officers in revenue-generating and high-visibility departments. The reshuffle is widely seen as the Satheesan government's first major stamp on the state's administrative architecture.
