M. Vijaya Kumar, an officer of the Indian Railway Service of Mechanical Engineers (IRSME), has been transferred from West Central Railway (WCR) to South Central Railway (SCR), where he has been posted as Principal Chief Safety Officer (PCSO). The role of PCSO is one of the most consequential positions in a zonal railway's leadership structure, carrying direct responsibility for overseeing all safety-related protocols, inspections, accident investigations, and preventive measures across the zone. South Central Railway, headquartered in Secunderabad, operates an extensive network across Telangana, Andhra Pradesh, Maharashtra, and Karnataka — making the PCSO's mandate particularly wide-ranging. Vijaya Kumar's background in mechanical engineering services positions him well for the safety oversight role, given that a significant proportion of railway safety concerns pertain to rolling stock, track equipment, and mechanical infrastructure. His prior experience in the WCR would have given him a solid grounding in operational and safety management before this higher-profile transfer. The appointment is part of a broader round of personnel movements within the IRSME cadre across various railway zones, aimed at optimising the deployment of senior mechanical engineering officers in roles where their expertise generates maximum operational value. His posting to SCR comes at a time when the Indian Railways is intensifying its focus on safety infrastructure, including upgrades to the Kavach collision prevention system and improvements to maintenance practices.
