Reshuffles touching both the IAS and IPS cadres simultaneously typically reflect a state government's broader recalibration of its field administration, since District Collectors and Superintendents of Police work in close coordination within each district on law-and-order, revenue administration, and welfare scheme implementation, meaning the state often reviews both cadres together when planning significant administrative changes.
