Chithra Arumugam steps into the role of Director General, Training Coordination at the Gopabandhu Academy of Administration. The academy, named after the freedom fighter and social reformer Pandit Gopabandhu Das, serves as Odisha's central hub for civil service training — handling foundational training for freshly recruited officers, mid-career refresher programmes, and specialised modules on disaster management, urban governance and technology applications in public administration. Officers from the OAS, OPS and other state services pass through its classrooms at multiple career stages. The DG Training Coordination role is about more than scheduling courses. The person in this post shapes the intellectual and professional culture of an entire generation of Odisha's district and secretariat officers. Dodda Venkata Swamy has been named Principal Secretary of the Labour and Employment-cum-Employee State Insurance (ESI) Department. This is a department that touches working-class life directly: it administers the Employees' State Insurance Act, oversees ESI dispensaries and hospitals serving industrial workers, monitors compliance with factory safety regulations and implements the state's response to central labour code reforms that are progressively coming into effect across India. Odisha has seen significant expansion in its industrial base in recent years — steel plants in Sundargarh, aluminium smelters in Jharsuguda, port-linked industries along the Paradip coast, and a growing MSME ecosystem. A larger industrial workforce means a larger ESI population and a more demanding mandate for the Labour Department. Swamy's appointment signals the government's intent to keep department leadership commensurate with the state's industrial growth trajectory. Neither appointment involves a large-scale reshuffle. Odisha has shown a preference through 2026 for surgical postings that fill specific leadership gaps rather than disrupting departments that are already performing. Both Arumugam and Swamy are expected to take charge immediately.
