Shashi Ranjan Kumar Gets Extension as UPSC Secretary at Upgraded Rank

Shashi Ranjan Kumar, a 1992-batch IAS officer of the Tripura cadre, will continue as Secretary, Union Public Service Commission, at the temporarily upgraded level from Additional Secretary to Secretary rank, after the Appointments Committee of the Cabinet approved an extension of the upgradation up to September 9, 2027.

The Union Public Service Commission runs the civil services examination, recruitment for All India Services and central group A posts, and departmental promotion committee processes for senior government appointments. Its Secretary heads the Commission's administrative wing, overseeing examination logistics, recruitment rule vetting, and coordination with the Department of Personnel and Training on empanelment matters that affect thousands of aspirants and serving officers each year, from candidates awaiting results to officers awaiting promotion board decisions. Its examination calendar has also had to absorb new recruitment tracks introduced for specialist and technical posts, adding further scheduling pressure on the secretariat Kumar heads.

Kumar has served in the Tripura cadre since 1992, moving through state administrative postings before his central deputation to the Commission. Officers who head to the UPSC secretariat typically carry long experience in personnel administration and examination-related work, since the Commission's functioning depends on procedural precision across recruitment cycles that draw legal scrutiny if mishandled, with even minor procedural lapses often ending up contested before tribunals and courts.

The post of UPSC Secretary was temporarily upgraded from Additional Secretary to full Secretary rank, a step the Commission had sought given the scale of its examination and recruitment workload and the seniority typically expected of an officer heading its administrative wing. The current order extends that temporary upgrade rather than making it permanent, keeping the arrangement under periodic ACC review.

Temporary rank upgradations of this kind require periodic ACC renewal, and the Commission has pressed for the Secretary's post to carry full Secretary-level standing on a more durable basis given the volume of recruitment and promotion work it clears each year, including for All India Service empanelments. Kumar's extension keeps the arrangement running through the examination cycles due over the next year, avoiding disruption to ongoing recruitment processes. The Commission has also been working to digitise more of its recruitment workflow, from application intake to result declaration, a modernisation drive that falls under the Secretary's administrative oversight.

The Commission is handling an expanded examination calendar this year alongside its regular Group A and Group B recruitment work, along with departmental promotion committee meetings for senior IAS, IPS, and IFS empanelment that have drawn attention for delays in recent cycles. A Secretary-ranked officer heading the UPSC secretariat carries more authority while coordinating these processes with the Department of Personnel and Training and with individual cadre-controlling authorities.

The UPSC's workload has grown steadily as the number of central recruitment examinations and the volume of departmental promotion committee cases referred to it by ministries have both expanded in recent years, a trend that has strengthened the Commission's own case for treating its Secretary's post as a standing Secretary-rank position rather than a periodically renewed temporary upgrade. The Commission has flagged staffing and infrastructure constraints in past annual reports as it works through an examination calendar that now includes several new recruitment tracks introduced by ministries seeking faster hiring for technical and specialist posts.

The ACC's extension keeps Kumar in the post at the upgraded rank until September 9, 2027, according to the order.
